Manager - Water Enterprise Data Architecture

Summary
- Design, develop, manage, and determine how NEOM Water Utility Company (NWUC) data will be collected, transmitted, stored, managed and shared within NEOM and all stakeholders;
- Design the data standards, models and all requirements necessary to support water Sector Business Intelligence Strategy
- Define the strategy, principles and standards for data management;
- Link and collaborate with other NEOM sectors and stakeholders to develop and create data models
- Develop Blueprints (and all necessary functional and technical requirements) of the data models to promote and assure integration of all data as per the Business Strategy and applicable NEOM Standards;
- Development of NWUC database management systems and governance policies and procedures
- Develop the implementation road map of the data management systems of NWUC and water sector
- Research, develop and implement new data management models and techniques
Key Accountabilities and Responsibilities
- Definition of all the IT infrastructure required for water utility with focus on data requirements accordingly to water sector strategy;
- Identify, manage and mitigate all risks related to data management policy and strategy;
- Implementation of all the ERP and CRM requirements for the water utility including customer facing applications
- Co-ordination with all suppliers/contractors and ensuring steady interface points and centrally managed systems
- Co-ordination with Smart City requirements and operations inside NEOM
- Co-ordination of all data projects related to water sector and NWUC
- Co-ordination with Information Security and Data Privacy applied to the water sector inside NEOM
- Implement and ensure data protection and privacy to all water sector related data
- Management of the software infrastructure for NEOM water utility company
- Definition of all the requirements WRT software and systems for the water utility
- Design of all SW processes
- Act as liaison between data user and solution developers in order to promote data integration
- Identify strategic data requirements in accordance to the business strategy
- Determine and implement the data management policies and procedures
- Define and implement information analysis mapping
- Develop and design data blueprints
- Identify and implement machine learning algorithms and artificial intelligence practices accordingly to water sector strategy
- Design and develop database management systems
- Implement back up plan to cater for the data needs of the NWUC and water sector
- Research to collate new data and update the company’s database from time to time
Education & Experience
- Bachelor’s degree in a relevant subject, preferably in IT related discipline
- Strong background in system development and data management
- Strong understanding of software project management approaches and requirements, system development lifecycle, and design and test techniques
- Proven knowledge of database design and modeling
- Data modeling techniques, and database design and management
- Innovative and good research skills
- Good analytical and logical thinking
- Good communicator
