Role Purpose:

NEOM is the smart and sustainable regional development in northwest Saudi Arabia, a unique global living lab for intelligent, innovative, efficient, and effective infrastructure solutions. NEOM Land Mobility is implementing the first truly sustainable and seamlessly connected mobility system powered by 100% renewable energy, deploying zero-emission vehicles across all urban and regional mobility modes. We are shaping the future of mobility by closely integrating smart infrastructure and advanced transit systems with active, shared, and autonomous mobility solutions to overcome the adverse legacy of the car-centric city. Working with a range of innovation partners, we have initiated shared electric mobility services, autonomous shuttles, electric boats, personal eVTOLs, delivery drones, and solar-powered mobility hubs. Reporting to the Executive Director Regional & Urban Mobility, the Public Water Mobility Expert will be responsible for the successful design, implementation, and operation of a shared, public, sustainable, and integrated water mobility system in line with the NEOM mobility strategy.The role entails the buildout of a dedicated team to ensure the successful roll-out of shared public water mobility services across NEOM. We are looking for an experienced, motivated and creative self-starter who thrives in ambitious, international and fast-changing environments. A keen interest to work on the forefront of urban mobility and the future of cities is vital for success in this position.



Key Accountabilities & Activities:

  • Work with the existing stakeholders on refining the network planning, vessel specifications, infrastructure requirements, as well as the operations and governance model for public water mobility services across NEOM.
  • Lead the roll-out of a shared public water mobility operator.
  • Coordiante the buildout of the required infrastructure.
  • Serves as a subject matter expert for public water mobility operations and policy.
  • Builds a dedicated public water mobility team.
  • Management of stakeholder relations with KSA government transport authorities, regulator, companies, and stakeholders.


Background, Skills & Qualifications:


  • Highly developed creative thinking, problem-solving, research, analytical, oral and written communication skills required.
  • Extensive expertise in the technical design and operation of water mobility systems across coastal and/or island regions.
  • A strong track record in maritime transportation and/or infrastructure.
  • Familiarity with rules and regulations regarding environment and heritage protection.
  • Specific examples of work and project experience in the Middle East region is an advantage, with experience in Saudi Arabia strongly preferred.
  • High-level communication and presentation skills and ability to interact with a diverse set of professional disciplines, partners and stakeholders.
  • Ability to handle multiple tasks and meet competing deadlines.
  • Ability to establish and lead a team.




  • Graduate / postgraduate degree in a related discipline.
  • Minimum 12-15 years of progressive work experience in a relevant field.
  • Complete fluency in English is required.
  • Complete fluency in Arabic and other languages will be an advantage.
  • Proficiency with the Microsoft Office suite of products (PowerPoint, Excel and Word), with knowledge in other presentational and organizational products or multi-media tools being an advantage.
