Role Purpose:

NEOM is the smart and sustainable regional development in northwest Saudi Arabia, a unique global living lab for intelligent, innovative, efficient, and effective infrastructure solutions. NEOM Land Mobility is implementing the first truly sustainable and seamlessly connected mobility system powered by 100% renewable energy, deploying zero-emission vehicles across all urban and regional mobility modes. We are shaping the future of mobility by closely integrating smart infrastructure and advanced transit systems with active, shared, and autonomous mobility solutions to overcome the adverse legacy of the car-centric city. Working with a range of innovation partners, we have initiated shared electric mobility services, autonomous shuttles, electric boats, personal eVTOLs, delivery drones, and solar-powered mobility hubs.

Reporting to the Land Mobility Chief of Staff, the Communications Lead will be responsible for the internal and external communications of the sector, as well as coordinating its communication activities. The objective is to greate awareness about the wide range of NEOM Land Mobility sector projects and our overall mobility vision among our main stakeholders as well as the wider public.

Key Accountabilities & Activities:


  • Create informative and interesting press releases, press kits, newsletters, and related communication materials.
  • Develop the sector’s communication strategy in close alignment with NEOM’s Communication and Marketing departments.
  • Serves as a subject matter expert for developing messages and communication material for  project announcements/milestones (online/offline) and transportation system policy.
  • Drafts and delivers briefings, communication, and presentation materials for a wide range of audiences, including senior management.
  • Leads on the implementation of an annual high-level event organized by the sector.
  • Coordinates various agencies supporting the work of this role.
  • Provides advice and consultative services to the sectors’ senior management.
  • Facilitates stakeholder engagement by regularly liaising with internal and external partners regarding project development, administration and implementation.



Background, Skills & Qualifications:

  • Highly developed creative thinking, problem-solving, research, analytical, oral and written communication skills required. 
  • Minimum 6-8 years of progressive work experience with communications management and project communications with either public and/or private sector experience.
  • Very strong, demonstrated familiarity with public relations.
  • Specific examples of work and project experience in the Middle East region is an advantage, with experience in Saudi Arabia strongly preferred.
  • High-level communication and presentation skills and ability to interact with a diverse set of professional disciplines, partners and stakeholders
  • Prior experience in transportation technology/planning, urban development or related disciplines are an advantage
  • Ability to handle multiple tasks and meet competing deadlines
  • Ability to work independently and as part of a team




  • Bachelor’s degree in communications, journalism, public relations or relevant field.
  • Minimum six (6) years’ communications experience, managing communication campaigns or in a supervisory role, ideally related to major transport or infrastructure projects.
  • Organizational and coordination skills to establish and monitor communication policies and processes.
  • Strong knowledge of communication practices and techniques.
  • Interpersonal and oral/written/presentation communication skills to review and edit documents for communications, act as a point of contact between the department and internal/external stakeholders, and develop and deliver communications training.
  • Complete fluency in English is required.
  • Complete fluency in Arabic and other languages will be an advantage.
  • Proficiency with the Microsoft Office suite of products (PowerPoint, Excel and Word), with knowledge in other presentational and organizational products or multi-media tools being an advantage.
