Role Purpose: 

NEOM Authority is aiming to disrupt the existing models and set a new standard for governance in the world. It will institutionalize the Authority of the Future, which is digitally native, adaptive, Lean and Citizen / Business-centric.

 

Within NEOM Authority, the infrastructure department is accountable for the alignment with the Ministry of Industry and Mineral Resources to establish a Mining Unit in NEOM Authority (infrastructure department). Initially, while the Mining Unit will be the primary interface with investors, MIMR will retain the responsibility for mining licenses issuance with the Mining Unit ensuring that the mining licenses requests adhere to NEOM’s regulations. Subsequently, the Mining Unit will develop NEOM’s mining law and establish a Mining Department that will regulate mining within NEOM.

 

Set out a vision for minimum- or zero-impact mining, drive and implement the NEOM regulation (in the short term) and NEOM mining law (on the medium term) supporting the vision of zero impact mining ensuring that NEOM will strike the optimal balance between the theoretical possible and economically in terms of resource use.

 

Lead efforts to develop and implement transformative legal and regulatory framework as well as methods that drive towards zero-impact mining positioning NEOM as a top destination for investors and innovators in the field.

 

KEY ACCOUNTABILITIES & ACTIVITIES:

As Director, mining your responsibilities will include but not be limited to:

 

  1. Develop a vision and a staged strategy for mining in NEOM (and beyond​)
  • Develop and drive a vision for sustainable, yet economically viable mining for NEOM and beyond.
  • Development and implement a staged strategy based on available technology and the maturity of the stakeholders
  • Benchmark with relevant regulations and frameworks
     
  1. Implement specific NEOM regulation relating to mining activities and prepare for a NEOM mining law
    • Review the current KSA mining investment law and associated regulation for application in NEOM.
    • Identify areas for changes with a roadmap for changes based on impact and urgency.
    • Ensure alignment with associated regulation, notably in the areas of environment, nature, water, energy and mobility.
    • Deliver an attractive and predictable regulatory framework for investors.

 

  1. Establish and maintain relationships with MIMR
  • Implement an MoU based framework for collaborating with MIMR
  • Ensure regular and transparent communication MIMR
  • Actively share relevant MIMR interaction with respective NEOM departments
  • Evaluate the need for separate vs. common infrastructure supporting mining in the area (specifically geological survey data bases as well as other systems/tools in place).

 

  1. Collaborate with NEOM entities
    • Establish and maintain close collaboration with the Oxagon tenant attraction/investor team ensuring that the regulations support the objectives of the commercial team.
    • Ensure close collaboration with NEOM departments ensuring regulatory alignment and consistency.

 

BACKGROUND, SKILLS & QUALIFICATIONS:

 

Knowledge, Skills and Experience:

    • Degree in Science, engineering or equivalent
    • 10 to 15 years of experience leading an Engineering, Technology or R&D function
    • Demonstrated results in effectively navigating complex organisations

 

Qualifications and Experience.

 

    • Experience of having led large-scale engineering programs with significant transformational impact on a global scale
    • Deep and broad knowledge of the mining industry
