Role Purpose::  

NEOM is seeking a senior conservation executive to lead the design and delivery of NEOM’s Marine Protected Areas. The Director of Marine Conservation leads the development and implementation of a marine protected area that sets new benchmarks in marine conservation. This will involve the design, planning and designation of the protected area and the design and delivery of a world-class management regime. The MPA program will include innovative approaches to protection, tourism management and restoration. The Director will ensure that the MPA achieves globally important conservation outcomes while supporting exemplary visitor experiences and making outstanding contributions to the NEOM development value proposition.


The Director will lead and manage a team (10+) that achieves NEOM’s marine conservation goals and builds strategic, scientific, and technical capacity in the Division and raises awareness and inspires commitment among partners and stakeholders. The Director of Marine Conservation serves as NEOM principal contact to marine resource users and other industries, NEOM sectors and external organizations with a stake in the marine environment. S/he works closely with the Director of Land Conservation, Director of Park Development and Operations, key internal and external stakeholders to identify and resolve planning and technical issues, widely communicate conservation solutions and best practices, and build support for environmental best practices in development and uses that could affect or benefit from NEOM’s marine environment



  • Work with the Head of Nature Conservation to establish the strategic direction of NEOM’s Nature Reserve, and lead efforts to develop, refine and implement marine conservation and management strategies.
  • Establish a comprehensive network of protected areas and related infrastructure and management systems to conserve biodiversity and habitats, showcase NEOM’s natural beauty and create opportunities for people to engage meaningfully and sustainably with nature.
  • Lead design and implementation of the restoration and rewilding of NEOM’s network of protected areas, through a combination of ex-situ and in-situ measures, to provide for net-positive biodiversity impacts of regional development.
  • Establish and manage a highly effective conservation compliance program, including a high-performing Park Rangers program.
  • Develop, implement, and ensure compliance with a comprehensive program to reduce pressures on the marine environment (such as over-fishing, vessel impacts) and reverse trends of environmental degradation.
  • Identify and harness opportunities for technological solutions to conservation challenges and visitor experience management.
  • Assist in developing and leveraging innovative scientific methods, analyses, tools, and frameworks to address challenges associated with conservation and uses of nature.
  • Play a key role in the development of a well-coordinated strategy for identifying, developing, and sustainably deriving value from nature across NEOM.
  • Understand, communicate, and enhance the relationship between people and the marine environment.
  • Establish NEOM as a global leader in marine conservation and management while guiding and supporting innovative, sustainable development planning.




Knowledge, Skills and Experience:

  • Minimum 10 years of experience in oversight, planning and / or managing marine protected areas
  • Experience building and managing large teams with diverse skillsets
  • Extensive experience designing and implementing conservation management programs, including strategic, policy and day-to-day operations
  • Experience managing complex or multiple projects, including designing, and implementing innovative conservation projects of strategic importance.
  • Demonstrated experience influencing, developing, and implementing conservation policy and plans.
  • Experience collaborating with marine resource users (fishing, tourism, etc), industry representatives, government agencies and other partners.
  • Experience with current trends and practices in marine conservation and management and science, and a strong awareness and interest in innovative solutions.
  • Ability to quickly develop practical applications of scientific concepts and technology for conservation purposes.
  • Strong advocacy and presentation skills, including experience operating to Boards or other executive bodies
  • Strongly outcome focussed, with extensive track record in program delivery
  • Entrepreneurial, agile and a solution-oriented mindset.
  • Excellent written and verbal communication skills.
  • Politically savvy and experienced in partnership development (partners, business, community, government).
  • Self-starting, independent worker who can thrive in a start-up working environment


Qualifications and Experience.

  • Relevant Degree and 15-20 years of experience in protected areas management and leadership, conservation program design and management or equivalent combination of education and experience.
  • Experience directing a major program or complex project of strategic importance, including management/supervision of multi-disciplinary teams, managing budgets and meeting ambitious deadlines
  • Supervisory experience, including motivating, leading, setting objectives, and managing performance.
  • Experience developing partnerships (partners, business, community, government).
