Director - Power Regulation

ENOWA requires a leader to oversee all power related regulatory activities within NEOM relating to the electricity sector, GHG, emerging clean technologies and district cooling as well as the transition away from legacy fuels. The potential candidate will oversee the design and implementation of all relevant regulations within NEOM working with the NEOM Authority, Administrations, other Sectors and external Institutions and stakeholders to ensure clear and versatile regulation in line with NEOM’s objectives. He/she shall establish the means to have ongoing open channels between these bodies and establish the protocols for evolving the regulations and resolving issues that arise.


The potential candidate should have deep and broad experience in operating and managing power systems, preferably with a high proportion of renewables. He/she will be experienced in dealing with complex legal requirements that underpin power systems and will be legally literate.


Strong technical, technological and commercial acumen next to superior interpersonal and communication skills, a focus on efficiency and effectiveness combined with a “can-do” mentality are instrumental.




Key Accountabilities and Responsibilities


  • Establish regulatory functions across the whole Energy portfolio including GHG. Design a structure that enables the energy sector to deliver its and NEOM’s objectives as a whole; whilst giving world class efficiency, flexibility, innovation and dynamism through this integrated Energy approach
  • Take ownership of Energy Sector governance in relation to the Authority
  • Establish and maintain outstanding relationships and interfaces with the NEOM Administration, Energy Authority and other NEOM authorities as required. Ensure NEOM Energy remains the focal point for Energy regulatory excellence within NEOM. Establish and maintain regulatory and technical drafting expertise for the development of NEOM regulation
  • Establish channels into KSA Institutions and wider stakeholders including international Institutions for regulatory matters.
  • Ensure operational processes and procedures within NEOM and across its Borders are and remain aligned with NEOM’s objectives.
  • Propose, establish, review and modify regulations, rules, codes standards and licensing as required to ensure the efficient and effective operation of the regulatory structure to enable sector players to succeed in NEOM
  • Establish processes to take ownership of regulations and to ensure that in conjunction with all other stakeholders effective and efficient regulations are presented to the Administration and Authority in a timely manner
  • Establish processes to ensure regulatory compliance within NEOM and to ensure that all required reporting is effectively carried out.
  • Embrace digital technologies to enable efficient processes and reporting
  • Set and report on budgetary and resources issues relating to the department




Education & Experience


  • Master Level Education (MBA, Power Engineering, Energy)
  • 20+ years of experience in the power sector, with at least 12 years’ experience in the Electricity sector AND Technology sector experience. The applicant must be used to working in a regulated environment with a proven track record of delivering innovative regulatory solutions.
  • Relocation to NEOM Base Camp (North-West Saudi-Arabia)
  • Middle East working experience a plus
  • Passion and deep-seeded interest to be part of the Energy leadership team to set up a 100% renewable based energy system from scratch and playing a key role in bringing NEOM’s vision to life
  • Highly collaborative, open mindset and strong communication skills. Able to build effective working relations with multiple stakeholders within NEOM Energy, NEOM and beyond both within the Kingdom of Saudi Arabia and internationally
  • Proven track record in negotiations at all levels to achieve a balanced outcome that meets the objectives and needs of the business.
  • Proven track record of leading and managing teams with strong ability to prioritize tasks in a highly dynamic environment
  • Experience of applying cross sectorial regulations and risk mitigation strategies to critical national infrastructure
  • Ability and maturity to find the right balance between effective and dynamic light touch regulation and more extensive regulatory control in areas where it is unavoidable.
  • Good understanding of energy systems and related processes across the energy spectrum. To include regulated markets in monopolistic and competitive environments. To understand the challenges of a 100% renewable and sustainable energy supply and the operational challenges this brings
  • Experience and knowledge of digital solutions and legal protections that apply to data protections how this will affect the NEOM business models
