Director Security Capability Development

Role Purpose: 

To build and nurture a future-oriented, Internal Security organization that is pioneering, cutting-edge, and perfectly embodies the NEOM core value of being ‘An Accelerator of Human Progress,’ enhancing NEOM’s standing the world’s safest and most secure place to live and work. The Director of Security Capability and Development core functions will be addressing the requirements, planning, and management of policies and procedures, people, training, equipment, leadership, organization, technology design, and integration across the Security functional area. Test and evaluation processes to promote innovation across the security enterprise and implementation and management of world-class Security and First Responders Training The role will require a high level of interpersonal skills, diplomacy, and a culturally appropriate attitude that perfectly embodies diversity's NEOM mindset.



• Develop and Implement a capabilities development process that operationalizes worldclass security innovation to support current and future NEOM security requirements.

• Responsible for developing, implementing, and auditing all the security regulations, policies, and procedures.

• Responsible for the planning and budgeting of NEOM Security Department.

• Responsible for all NEOM Security Risk Register, risk mitigations and related actions.

• Responsible for all security-related masterplan, concepts and project design reviews and input.

• Identify and assess emerging security capabilities and innovation best practices to inform security capability development.

• Responsible for the development and update of the NEOM Security Strategy.

• Develop an adaptive and scalable Security Capabilities Development process that addresses security gaps with fully integrated solution sets that mitigate tactical and operational level security threats.

• Develop security-focused test and evaluation processes to enable evaluation against representative security threats to support resource-informed security solution sets to meet critical security requirements.

• Develop training processes that assess security training needs, establish training objectives, create training actions plans, implement security training initiatives, and evaluate and revise training to ensure relevance.

• Develop and implement accreditation and certification processes that align with and support advancement within the security training systems structure.

• Ensure that security training analysis, training development, and training implementation enable and support critical security functional requirements.

• Oversee and evaluate the performance of direct report senior managers and their respective capability development programs.

• Work collaboratively to ensure that security initiatives are functionally aligned and mutually supportive across the Security functional areas.



BACKGROUND, SKILLS & QUALIFICATIONS Background, Skills & Qualifications:


Knowledge, Skills and Experience:

• A proven record of dynamic and successful leadership of large, complex organizations

• Evidence of having managed complex, multi-dimensional capability development programs or projects

• Effective Communicator - applies exemplary and persuasive verbal and written skills to present confidently, negotiate effectively and communicate complex issues clearly.

• Leadership – identifies individual strengths, manages achievement of business objectives, builds trust, inspires productivity, brings out the best in people and is a role-model of NEOM values.

• Relationship Management – fosters rapport, trust and confidence with stakeholders, subject matter experts, and external vendors at all levels; operative to executive.

• Proven experience of working in a culturally diverse and sensitive environment where interaction with people from diverse backgrounds is a requirement.

• An effective executive who maintains control of the key business requirements across multiple areas such as Human Resource Management; financial control (monitoring, controlling, and reporting on revenue, costs and profitability); contract drafting, negotiation and oversight; drafting, auditing and managing service delivery agreements; regulatory standards, contract compliance and MOUs.

• Security management experience in the Middle East or similar geo-market.



• Minimum Bachelor’s degree in training and education design or a related field; Related Master’s degree is an advantage.

• 15+ years leading or managing large, complex projects on time and within established budgets.
