Role Purpose:

Oversee the implementation of the Government of NEOM Authority Functions. Lead, coordinate, supervise and content-manage the full process from development and design to governance and implementation, ensuring the operating model meets the 5 criteria to activate Article 10: Regulations, Regulators (People), Operational Assets & Systems, Protocols & Processes, and Interface with the base economy.

 

Key Accountabilities & Activities:

 

Lead End-State implementation of NEOM Authority for some dedicated functions, focusing on the people, operational assets / systems/ process, governance, policies, regulations and modes of interfacing with the base economy:

  • Coordinate with NEOM Authority internal functions/ departments to detail and implement their End State.
  • Operating Model
  • Human resources necessary at the function level
  • Development of processes / procedures and policies where needed
  • Procurement of its operational assets and systems where needed in coordination with the technology team of the Authority
  • Governance through the creation of its Boards, DoAs…
  • Interface with external stakeholders
  • Cooperation with NEOM Authority support functions

 

Coordinate across NEOM Authority functions:

  • Liaise and coordinate with all of NEOM Authority departments to enable implementation.
  • Convene meetings between Regulators to discuss and resolves topics relevant to multiple departments and clarify overlaps.
  • Coordinate with the Sectors to make sure regulations and operations are enabling the Sector.

 

Coordinate with External Stakeholders:

  • When necessary, manage external consultants working for functions or department of the Authority are delivering according to the standards of the Authority
  • Set up templates or improve the level of the templates used at the Authority level
  • Report frequently to NEOM Authority the progress of its End State plan

 

Background, Skills & Qualificatis:

 

Knowledge, Skills and Experience:

  • Knowledge of topics regarding policy/regulatory oversight across multiple functional domains within government contexts.
  • Ability to liaise and coordinate with multiple stakeholders across government entities.
  • Excellent interpersonal skills and ability to communicate effectively both in oral and written form.
  • Strong knowledge of:
    • Legal and policy frameworks, or technology, or operations, or financial modelling.
    • Cross-cutting functional disciplines frequently required in public administration (e.g. law, environment, security).
    • Public administration principles and methods, especially those needed for coordinating across a range of stakeholders.

Qualifications:

  • 7- 10 years of either: management experience within consultancy firm (McKinsey, BCG…), or six sigma, or technology as a UX designer, or financial modelling with public service or administration
  • Prior experience working in government
  • Advanced degree in Engineering, Public Administration, Law, Engineering, Technology or other related fields
  • Demonstrated experience working across multiple functional domains
