Director Development Management - Asset Design

Working within the NEOM Mountain regional Development Management team, NEOM Urban Developments and NEOM Projects, the incumbent is responsible for leading the management, coordination and optimization of the Design of all Asset’s within this region, from project inception to delivery and handover, including the interface with related infrastructure assets. 


Key Accountabilities and Responsibilities

  • On behalf of the region, direct the design development activities, providing strategic design leadership and tactical implementation, across residential, hospitality, leisure, tourism, sport, culture and public facilities design workstreams.
  • Work in close collaboration with the Development Management Directors responsible for each Iconic Asset, or Phase, together with Sales and Marketing functions on the concept development and ensure that the design aspects of the proposed projects support NEOM Mountain’s business vision, overall strategy & objectives and the requirements of the relevant Sectors.
  • Ensure that Mountain Region Asset briefs, designs and specifications are coordinated and aligned with individual Sector strategies and requirements.
  • On behalf of NEOM Mountain Region be responsible for the quality of product delivery by Urban Development, contracted architects and other design consultants through concept, detailed design development, construction, delivery, occupation and activation phases.
  • Ensure that procedures for maintaining high standards of quality, reliability and safety in project designs are in place, implemented and maintained.
  • Ensure that design development, change control and progress monitoring procedures are in place, functioning correctly and always maintained.
  • Develop and implement reporting procedures on the performance of the design process and initiatives for improving product designs.
  • Determine and enforce quality and safety requirements in accordance with company needs, based on current regulations, emerging trends and best practice.
  • Evaluate and develop improved techniques for the control of product designs, quality, reliability and safety.
  • Closely monitor the work of Urban Development, contracted architects and designers to ensure that ongoing projects conform to NEOM’s standards, procedures and overall expectations.
  • Manage generally and, oversee the professional development of any directly reporting staff to ensure they keep abreast of technical developments, relevant regulations and industry best practice.
  • Contribute to the preparation of the Mountain Regions development and annual operational business plans and associated budgets.
  • Produce consolidated high-level executive reports, showing a clear picture of the entirety of the works within the Asset Design process highlighting all critical issues and recommending any required actions and measures.
  • Support and input into the preparation of the delivery strategy of the Mountain development, to help to deliver the overall project development plan.
  • Manage the preparation and regular review of the Asset design briefs to ensure its alignment with the NEOM Mountain business objectives and Sector requirements.
  • Ensure that Asset’s are designed in accordance with or where agreed exceed the NEOM sustainable Asset standards.
  • Establish, update and regularly report on the design risk register and associated, management, transfer and other mitigation measures.
  • Instruct, organize and coordinate all design and other relevant disciplines with the objective of harmonizing the diversified functions to deliver completed projects in accordance with the objectives established in the approved NEOM Mountain business plan.
  • Review, coordinate and assist with the integration of the design programmes provided by Urban Development, architects and other design consultants, into the overall development programme, to ensure cohesion and alignment with the approved NEOM Mountain business plan.
  • Endorse and ensure that the sales promotions plan, and the marketing and advertising campaigns delivered by the third party consultants are valid and are aligned with the development program and strategy.
  • Manage internal and external teams to ensure that design, technical, quality and leasing / sale specifications of the projects are achieved through to completion and handover.
  • Instruct, organize and coordinate all development disciplines with the objective of harmonizing the diversified functions to deliver completed projects in accordance with the objectives established in the approved business cases.
  • Assist with the management of the cross-functional relationship with internal and external stakeholders. Contribute to the design and implementation of NEOM Mountain’s strategic objectives and goals by providing specific Asset Design Management related inputs.


Education & Experience

  • Bachelor Degree in Architecture, Construction Economics, Real Estate, Business Administration or comparable.
  • Minimum of 10 years of development management experience on major real estate development projects, primarily master planned city developments.
  • Experience in the MENA property sector is highly desirable working within or for a top tier Real Estate Developer.
  • Proven experience in real estate development management, design management, program management,  & real estate market dynamics.
  • Substantial experience managing the design aspects of real estate development process, from project initiation, design, construction, commission and operation.
  • Exceptional communication and negotiation abilities with strong organizational skills and capacity to work under pressure.
  • Demonstrated ability to achieve results and drive to succeed.
  • Ability to work independently and proactively while simultaneously leading and managing a wide number of ongoing assets / projects.
  • Ability to work with diverse and cross functional teams.
  • Sound knowledge of related energy, water, transport and tech / data infrastructure.
  • Leadership skills to set clear goals, motivate direct and indirect team and produce superior results under challenging schedules.
