Technical Lead - Flood Risk

Summary

 

The Technical Lead - Flood Risk will assist in the development and lead implementation of the flood protection regulations and infrastructure for NEOM Water, including event-based action plans in NEOM

 

 

Key Accountabilities and Responsibilities

 

  • Execute flood and stormwater planning, infrastructure, regulations and policies
  • Assist in the approval process for Integrated Water Management Plans, Water Sensitive Urban Design Plans and Plot Drainage Plans
  • Analyze and provide feed-back on FEED and FINAL design from Urban Development, Projects and Construction Sectors to ensure the NEOM Water Strategy is implemented with respect to flood and stormwater control
  • Maintain oversight of the operation and maintenance of NEOM’s regional flood detention dams.
  • Implement water pollution event management plans in coordination with the Environment Department
  • Ensure relevant Technical Standards are developed and appropriate for conditions and NEOM’s Water Strategy
  • Develop and implement systems that support the achievement of Water Quality controls for stormwater and floods
  • Implement smart-monitoring networks that measure the successful operation of stormwater and flood control infrastructure.
  • Deliver high quality, innovative project solutions that provide real value to NEOM
  • Work with other sectors to ensure the implementation of stormwater and flood planning regulations
  • Manage procurement, contracts, consultants and partners as required for flood planning
  • Develop and implement of flood event management plans, including, planning, preparation, event response strategies and post-event assessment and recovery, in coordination with NEOM Security Department
  • Conduct urban flood risks risk assessment and provide risk identification, mitigation or risk avoidance plans and other solutions to ensure resolving all high priority project risks as they are encountered

 

 

 

Education & Experience

 

  • Bachelor’s Degree in Civil Engineering (Water) and/or Science (Hydrology), Economics, Urban Planning or any relevant field
  • Minimum of 10 years of experience in water sector, flood and stormwater
  • Experience in Flood Protection Planning
  • Experience in Flood Analysis and Management
  • Experience in Hydrology Modelling
  • Experience in design and implementing flood control infrastructure
  • Experience in water quality monitoring is a plus
  • Experience in implementing Water Sensitive Urban Design Principles
  • Experience in implementing Integrated Water Management Principles
  • Experience working in or with urban planning is a plus
  • Collaboration across a matrixed organization
  • Demonstrated ability to foster trusted long-term business relationships internally, with colleagues and stakeholders for mutual benefit
  • Knowledge of Quality & Safety and the importance of risk management
  • Able to ensure appropriate management systems are in place so that the Water Sector Strategy is implemented correctly and operating effectively
  • Assist the development of the relevant regulations and principles, and manage the planning, monitoring and evaluation of flood systems
  • Experience in a dynamic complex organization, managing multiple projects
  • Understanding of project management frameworks and experience developing planning, monitoring and evaluation systems
