Role Purpose:  

The role of the Head of NEOM Authority Division of Logistics is to define, develop and maintain logistics regulations enabling exceptional logistics services in all NEOM regions.


By authoring, owning and continuously updating logistics standards and rules, the Head of NEOM Authority Division of Logistics plays a major role to ensure an optimal environment in the never-ending search for service excellence, sustainability, livability and highest technical standards in logistics in NEOM.


The Head of NEOM Authority Division of Logistics will be responsible for the development, operations and performance of two teams in NEOM Authority Division of Logistics, namely Regulation & Standards and Rules & Monitoring. The Head of NEOM Authority Division of Logistics will report to the Head of the NEOM Authority Department of Mobility.



  • Constitute, lead and continuously develop the NEOM Authority Division of Logistics entity
    • Develop an implementation plan outlining the capacity building requirements and hiring needs of the NEOM Authority Division of Logistics from the onset of Article 10 to the end-state, and participate in interviews for hiring into the NEOM Authority Division of Logistics
    • Build a strong and competent team and oversee the progression of the organization from both a leadership, budget and operational perspective
    • Develop the key goals and objectives of the NEOM logistics sector in collaboration with the relevant sectors and ensure strategic alignment with the goals of NEOM Mobility and NEOM Board
    • Manage the activities of the Division of Logistics (regulations development, sector planning and development) to achieve medium and long-term goals of the NEOM logistics sector, in strong collaboration with NEOM SC&L Company, NEOM Mobility, and other relevant NEOM departments
  • Define, implement, maintain, and control core functions of NEOM Authority Division of Logistics
    • Define and implement logistics regulations and ensure their interplay with other NEOM Authority departments and regulators based on strong personal subject matter expertise
    • Set and maintain logistics standards and ensure its implementation, especially, but not limited to NEOM address system and logistics requirements for special goods
    • Set and manage rules and monitoring for logistics, especially, but not limited to logistics licenses and incentive schemes
  • Represent NEOM Authority Division of Logistics internally and externally
    • Participate in NEOM Mobility and NEOM Logistics committees and relevant NEOM board meetings to steer the strategic direction of the development of the NEOM logistics sector.
  • Be the main point of contact between NEOM and KSA relevant authorities, e.g., with MOTLS, MOMRAH and CITC



Knowledge, Skills and Experience:

  • 10+ years of progressive experience in strategy, planning, operations and regulation of supply chain and logistics, including preparation and enablement of logistics strategy and planning, development of logistics regulations and management of relationships with logistics operators.  Experience in designing logistics services in greenfield environments is desired.
  • Experience with various logistics activities including transportation, cargo handling and terminals, forwarding, warehousing, last mile delivery, supply chain management etc.
  • Experience with logistics infrastructure set-up and operations including depots/ storage, transportation network, last mile infrastructure, etc.
  • Experience with planning and implementation of logistics within masterplan projects
  • Passionate about logistics services innovation and sustainability, and revolutionizing the way goods are stored, moved and delivered
  • Strong leadership, team building and team management capabilities across both internal teams and external stakeholders (operators, consultants, etc.)
  • Regional and Saudi experience and/ or experience with local entities such as Ministry of Transport, Royal Commissions
  • Preferably experience with giga projects and greenfield projects.


Qualifications and Experience.


Bachelor's degree in Civil Engineering, Logistics, Transportation Planning, Business, Law or Public Administration (or closely related field).  A Master's degree is preferred.
