Manager, Harbor Master

Principle responsibilities include advising Sea Mobility leadership on maritime services scope, ensuring safe and efficient marine operations, leading a team of experienced and trained marine professionals and delivering customer-focused and effective Vessel Traffic (VTS) and Pilotage Services.



  • Leadership of the VTS and Pilotage Team, conducting the general day-to-day management of high volumes of vessel movements.
  • Ensure policies and procedures deliver on safe vessel movements, berthing and mooring as well as safe practices by marine services team
  • Maintain records, and strong communication with port operations as well as the Port Authority
  • Maintain navigational aids and control room with highest possible innovation and technological advancements
  • Ensure up to date weather knowledge
  • Conversant in all vessel types
  • Review, create and implement port marine operations procedures in compliance with the Port Marine Safety Code, organizational policy and all relevant legislation.
  • Management of marine staff, including allocation of duties, competency training, leave rosters and absence.
  • The co-ordination and management of response to port incidents and emergency situations.
  • Working in close cooperation with the Operations Department to ensure maximum utilization of port facilities.
  • Maintaining good working relationships with stakeholders, including customers, agents, suppliers and industry/community representatives.
  • Ensure all marine port operations are adequately resourced and risk assessed and have all appropriate procedures, standards, permits and licenses in place.
  • Ensure team processes and workflows are comply with international best practice, policies and standards
  • Ensure effective Marine Review and Safety Meetings are conducted on a regular basis and actively participate in these meetings.
  • Awareness of qualifications and experience required to conduct competent and safe marine operations.
  • Management of employee qualifications, training, training records and other documentation to ensure currency with operational and legislative requirements.
  • Undertake the effective recruitment and selection of marine personnel in accordance with recruitment policies and procedures.



  • Bachelor’s degree
  • Harbor Masters Certificate or similar
  • 12+ Year of experience in management or operational experience in a high-volume, dynamic port operational environment leading a marine services team
  • Proven leadership and people management skills.
  • Solution driven approach and proven marine management skills.
  • Strong MS Office/IT capability/comfortable with bespoke IT systems.
  • Pilotage experience
  • Experience with alternative fuel propulsion and innovation in ports and marine services a plus
