Role Purpose: 

The Manager, Inter-Agency Regulatory Agreements will also coordinate the development of Memoranda of Understanding (MOU) with the Transport General Authority and Mawani to create a coordinated Road Transportation Regulatory Authority, a coordinated Rail Transportation Regulatory Authority, and a Coordinated Marine Transportation Regulatory Authority for NEOM. This role will require extensive interaction with many of the national and regional government ministries, departments, and agencies of the Kingdom of Saudi Arabia.



Key accountabilities and activities are as follows:


  1. Regulatory guidance​
  • Provides and manages regulatory guidance, governance and leadership agreements for transportation regulations, policy and planning in NEOM
  1. Subject matter expertise and Advisory
  • Provides expert advisory and consultative services in the areas of policy and regulatory planning to senior management of business units within NEOM on a range of topic related to legislation, governance, regulations, transportation policy, legislation, and regulations


  1. Stakeholder interaction, coordination and management
  • Across all Agencies, coordinates Memoranda of Understanding MOU) and regulatory development to ensure that planning and policy in NEOM is properly coordinated with Kingdom of Saudi Arabia
  • Serves as a key point of contact for the Land Mobility Team liaising with stakeholders and other departments and KSA agencies


  1. Drive establishment and design of regulatory agreements. These can be categorized as follows:

i)  Governance, Regulations & Policies​

  • Work with Legal Team developing and finalizing Agreements, Governance Frameworks, Regulations, Policies and Standards​

ii) Regulators (People)​

  • Manage the human capital needs for efficient optimization and achievement of mandate

iii) Stakeholder Interaction & Interface with Base Economy​

  • Identify areas where cooperation and agreements are needed to provide services in the interim period and identify segregation of duties for interim service delivery​

Identify Base Economy entities and develop processes to communicate and liaise with key points of contact for departments activities and action​




Knowledge, Skills and Experience:

  • Responsibility in some of the following areas: policy development, regulatory writing, government/regulatory administration, asset valuation, inter-governmental affairs/policy coordination
  • Very strong, demonstrated familiarity with regulatory frameworks in the transportation sector
  • Specific examples of work and project experience in the Middle East region, with experience in Saudi Arabia strongly preferred
  • Strong, demonstrated understanding of frameworks, policies, processes and practices of the Kingdom of Saudi Arabia government, particularly in land transportation and marine transportation
  • Ability to lead and coordinate teams handling multiple projects and tasks, to meet competing deadlines
  • Complete fluency in English and Arabic is required
  • Proficiency with the Microsoft Office suite of products (PowerPoint, Excel and Word), with knowledge in other presentational and organizational products or multi-media tools being an advantage


Qualifications and Experience.

  • Degree in regulatory planning, public administration, or in a related field, with emphasis in the infrastructure and/or transportation industries
  • 8-10 of experience in mobility related leading roles  in public or private sector mobility-focused organizations with demonstrated experience in creating and introducing regulations and governance
  • ​Minimum 4 years of supervisory administrative experience including management of large budgets​
  • Responsibility in some of the following areas: policy development, regulatory writing,
