Manager, Worker Welfare Outreach

Summary

A detail-oriented and organised Manager for Worker Outreach is needed to support the Worker Welfare department.  The role will develop the worker outreach programme and manage its implementation, to achieve the first steps of direct workforce engagement and support, to mitigate associated risks at NEOM.

 

Responsibilities

  • Execute projects and initiatives within your purview, including but not limited to:
  • Planning the worker outreach programme, creating & maintaining annual plans.
  • Implement plans to deliver departmental objectives in an effective and innovative approach (either individually or as part of a team)
  • Designing the overall system to be applied across NEOM by appointed Main Contractors, Subcontractors etc. to enable Workers to have access to remedy.
  • Create a framework to connect with Workers directly to retrieve accurate worker welfare related intelligence to build a worker perspective of compliance across the NEOM Project Sites.
  • Track and monitor workers contacted at individual level, by NEOM or supporting Partners in Worker Welfare auditing, assuring those responsible for managing close-out of issues are informed, and regularly messaged to assure timely close-out.
  • Oversight of the worker interviews programme, setting the processes and procedures for all worker welfare auditors across the NEOM Estate. 
  • Conduct a smaller sample of direct worker interviews, as appropriate, to validate the results provided by other monitors.
  • Investigate allegations of major non-compliance or serious worker grievances, as authorised by the Worker Welfare Director. Establish actual events and recommend corrective actions to resolve the worker grievance. Generate a lesson learned report from the case and feedback to the overall worker welfare compliance programme.
  • Create a framework for the future outreach to workers that have previously been on NEOM and are later alleged to have been ‘wronged’, with a need to devise solutions to include those that have returned to their home countries.
  • Development of scopes of work for consulting engagements (in some cases will be lead)
  • Assess and report progress in meeting department objectives to department head
  • Participate in daily operations for department / Sub-department
  • Budget development and monitoring of expenses
  • Supervise and manage consultants and team members.
  • Support with department staffing needs (e.g., training, annual evaluations, etc.)
  • Undertake market research on department’s particular area of interest.
  • Generate necessary reports (i.e., white papers, research papers etc.) for the Management team; read subordinates’ / Consultant reports.
  • Develop and improve processes specific to the role.
  • Work in partnership with colleagues to develop and implement the worker welfare strategy
  • Identifying and building relationships with key stakeholders: industry associations, academia, trade associations etc.

 

Qualifications

  • Minimum 10 years' experience in (industry & role) or in relevant field of expertise, with minimum 5 years’ experience of managing a team of worker welfare interviewers and conducting investigations.
  • Minimum BA, BSc, BEng in a related field or Equivalent
  • Risk assessment and management of identified risks.
  • Risk based selection of Auditees, able to develop and maintain the audit universe.
  • Managing consultants, assigning work duties, and monitoring consultant performance.
  • Communicating audit findings to senior management and Executives.
  • Production of regular internal reports, writing executive level summaries and production of clear recommendations.
  • Strong working knowledge of performance and operations management
  • Familiarity with industry regulations and labour standards, ideally within blue collar construction sector
  • Negotiation experience and commercial awareness
  • Solid computer skills, including Microsoft Office and relational databases and software
  • Use of GRC based platforms to capture findings, such as Intelex
  • Strong command of English & Hindi and other South Asian Languages would be advantageous.
