Role Purpose: 

NEOM’s future Authority is aiming to disrupt the existing models and set a new standard for governance in the world. As the Authority of the Future takes shape, it will focus on being “digitally native,” adaptive, lean and citizen/business-centric. To achieve this ambitious roadmap, the Manager of Policy and Budget (Road Division) will be responsible for developing innovative policies related to the management of the Roads in Neom to ensure that vehicular ground transport is consistent with the vision of NEOM and supports the regulatory and detailed rule development process.  The person will also work to develop the annual capital and operations budget of the department  

 

The Manager of Policy and Budget of the Roads Division will also work with the Authority to provide senior level strategic advice and analysis, work with the NEOM Land Mobility Policy team and te Authority’s administrative teams along with relevant business units across NEOM (e.g. Finance, Infrastructure Planning, and others) to help ensure the overall success of the division’s projects.

 

KEY ACCOUNTABILITIES & ACTIVITIES:

The core responsibilities for this position are:

  • Lead policy and budgetary planning efforts to provide NEOM with innovative and efficient network and digital technologies to meet required road, rail and marine transport services and operational requirements
  • Using identified budgetary planning and procurement principles, ensure NEOM builds robust and efficient planning structures that promote innovation and entrepreneurial productivity, based on governance, regulations and policies
  • Design a framework for categorization of Mobility projects and budgets according to NEOM priorities, governance frameworks, regulations and policies

Evaluate list of NEOM’s existing and potential mobility project, their budgetary requirements and potential return on investment, and make reports and recommendations for approval and procurement.

 

BACKGROUND, SKILLS & QUALIFICATIONS:

 

Knowledge, Skills and Experience:

  • Experience in managing a team of individuals working through multiple competing priorities
  • Strong experience with budget planning and procurement management for mobility and infrastructure
  • Excellent interpersonal, time management, organizational, written and verbal communication skills
  • Self-motivated, flexible and enthusiastic team player committed to building a culture which fosters growth and opportunities
  • Specific examples of work and project experience in the Middle East region, with experience in Saudi Arabia strongly preferred
  • Proficiency with the Microsoft Office suite of products (PowerPoint, Excel and Word), with knowledge

                 in other presentational and organizational products or multimedia tools being an advantage

 

Qualifications and Experience.

 

  • Minimum Bachelors (Master’s Degree preferred)
  • 8-10 years of experience in leading mobility-related leading roles, including experience in budgetary planning, project financing or asset management with some background in emerging technology or network projects
