Role Purpose: 


NEOM’s Authority is aiming to disrupt the existing models and set a new standard for governance in the world. As the Authority of the Future takes shape, it will focus on being “digitally native,” adaptive, lean and citizen/business-centric. To achieve this ambitious roadmap, the Manager of Regulatory Affairs and Rule Drafting will oversee the ongoing preparation and review of legislation needed to ensure the safe use of roads, marine and public transit by all users and that the objectives of the NEOM Authority are achieved.


This role will require extensive interaction with many national and regional government ministries, departments, and agencies. The Manager of Regulatory and Rule Drafting will also coordinate the development of Memoranda of Understanding (MOU) with the Transport General Authority and Mawani to create a Coordinated Road Transportation Regulatory Authority, a Coordinated Rail Transportation Regulatory Authority, and a Coordinated ortation Regulatory Authority for NEOM.




The successful candidate will be responsible for designing a departmental management structure and roles within the NEOM Land Mobility departmental structure, build a team of qualified candidates, and implement this departmental structure over the remainder of this year.


  1. Regulatory guidance​
  • Provides and manages guidance and leadership for transportation regulations, policy and planning in NEOM, on major multi-disciplinary regulatory, transportation planning and policy projects.
  1. Subject matter expertise and Advisory
  • Serves as a subject matter expert for regulatory,  contractual and inter-agency best practices for land and marine transportation systems and infrastructure in the areas of policy and regulatory planning
  • Provides advice to senior management of business units within NEOM on a range of transportation policy, legislation, regulations, and procurement topics


  1. Drive establishment and design of regulatory affairs and rule drafting, using the following criteria:​

i)  Regulations, Policies & Governance​

  • Work with Legal Team to develop governance and finalize Regulations, Policies and Standards

ii) Regulators (People)​

  • Manage the human capital needs for efficient optimization and achievement of mandate

iii) Operational Assets & Systems​

  • Identify and procure/implement assets and systems required to execute functions and mandate (e.g., monitoring equipment, planning software, CRM, use of shared services)

The successful candidate will also provide additional support on the following:

  • Ensure NEOM builds robust and efficient regulatory, policy and governance structures that promote innovation and entrepreneurial productivity
  • Develop oversight frameworks for technologies and quality assurance standards
  • Set policies and standards for the introduction/implementation of these technologies in NEOM




Knowledge, Skills and Experience:

We are looking for an experienced, motivated self-starter who thrives in ambitious, international and fast changing environments. A keen interest to work on the forefront of transportation regulations and the future of cities is vital for success in this position. As well as :-

  • Minimum 5 years of supervisory experience in public or private sector mobility-focused organizations with experience in project management, operations and mobility or transport infrastructure programs including effective management of large budgets​
  • ​Strong, demonstrated understanding of frameworks, regulatory policies, processes and practices of the Kingdom of Saudi Arabia government, particularly in land transportation and marine transportation
  • Specific examples of work and project experience in the Middle East region, with experience in Saudi Arabia strongly preferred
  • Proficiency with the Microsoft Office suite of products (PowerPoint, Excel and Word), with knowledge in other presentational and organizational products or multi-media tools being an advantage


Qualifications and Experience.

  • Degree in mobility engineering, regulatory planning, or in a related field, with emphasis in the infrastructure and/or transportation industries
  • Complete fluency in English is required
  • 8-10 of experience in mobility related leading roles in development or maintenance, with some background in emerging technology or network projects
