Permitting Manager

Summary

 

ENOWA is looking for candidates with proven experience in Right-of-Way, LandUse and Permitting processes related to large infrastructure processes, ideally in the Energy space.

This position to be filled is a management position with high exposure to mission critical tasks for the NEOM Energy sector.

The position holder will initiate and coordinate time critical permitting processes related to important energy system projects and will define and implement a strategy on how to achieve NEOM internally and externally the needed permits and documentations for the project implementation to be started. This also involves the interaction with NEOM departments and the later authority as needed as well as the guidance of NEOM’s executive management team on required actions in accordance with the defined strategy.

 

 

 

Key Accountabilities and Responsibilities

 

  • Analyse and understand at any given time the current applicable set of administrative rules to achieve necessary construction and site preparation permits in the Kingdom of Saudi Arabia as well as in NEOM territory along with the occurance of NEOM processes, laws and authorities.
  • Liaise with relevant internal and external stakeholders to stay updated.
  • Define strategy, process and documents needed to achieve relevant permits.
  • Make proposals to improve the processes in NEOM as needed.
  • Administer the formal status of ongoing permitting processes related to T&D Infrastructure
  • Track the progress of all ongoing permitting processes internal and external of NEOM boundaries in relation to T&D infrastructure.
  • Initiate corrective actions within NEOM Energy sector, within NEOM and outside of NEOM Organisation to accelerate permitting procedure if needed.
  • Develop formal relationships with relevant stakeholders like NEOM Governmental Affairs division, NEOM authority, MoEn, SEC/ National Grid, etc.
  • Organize regular exchanges as needed.

 

 

 

Education & Experience

 

  • Background in governmental affairs or on services directly linked with government agencies in KSA
  • Beneficial to have experience on the electricity industry
  • A minimum of 7 years of relevant experience
  • In-depth, multi-year experience in the administration of permitting procedures for infrastructure projects in the Kingdom of Saudi Arabia (Power Plants, Roads, Railways, Property Development, Telekom)
  • Mindset of curiosity
  • Knowledge of governmental procedures and documentation in KSA
  • Outstanding Arabic and English language skills, both orally and in writing
