Role Purpose:

To build and nurture a future-oriented, Internal Security organization that is pioneering, cutting-edge, and perfectly embodies the NEOM core value of being 'An Accelerator of Human Progress,' enhancing NEOM's standing as the world's safest and most secure place to live and work. The roles' core functions will be to plan and design the physical security assets and act as the point of contact between the Security Department and masterplan developers, finance, proponents, and project team to ensure that Security requirements have been incorporated in all plans. The role will require a high level of interpersonal skills, diplomacy, and a culturally appropriate attitude that perfectly embodies diversity's NEOM mindset.

 

Key Responsibilities:

• Analyze and set the requirements for all physical security assets.

• Act as the proponent of all physical security assets during the development and design stages.

• Act as point of contact between Security Department and masterplan developers, finance, proponents, and project team to ensure that Security requirements have been incorporated in all plans.

• Develops sophisticated models and applies expert judgment to develop strategies based on different scenarios (i.e., maintenance vs. rehabilitation vs. replacement, risk vs. level of service, and capacity vs. age).

• Engages key stakeholders to develop and implement best practices Develops long term asset plans for a variety of NEOM's Physical Security assets.

• Develops business cases and Initial Asset Briefs (IABs) for proposed assets, including cost-benefit analysis and may include demand, level of service.

• Works with relevant stakeholders to draft annual budgets and strategic capital and operational expenditure outlook.

• Schedules condition assessments by external parties and internal staff, including retaining consultants and consultant management.

 

Background, Skills & Qualifications:

 

Knowledge, Skills, and Experience:

 

• +10 years experience in security assets planning and master planning.

• Familiarity with Security Asset development guidelines.

• Strong computer competency in office productivity tools, particularly MS Excel, Word, and PowerPoint.

• Understanding of technology-related, other artificial and natural risks paired with the ability to conduct appropriate assessments, delineate resilience requirements, and design mitigation strategies.

• Understanding of relevant threat actors, types, and vectors and proper analysis, assessment, and monitoring techniques.

• Demonstrated ability to work in a complex, multi-national operational environment, make critical decisions, and oversee the implementation.

• Excellent organizational skills with the ability to manage multiple tasks and competing priorities.

• Ability to consider all options /maintain neutrality to provide sound business advice.

• Ability to build relationships, facilitate collaboration and engage stakeholders at all levels and possess a strong sense of ownership.

 

Qualifications:

 

• Bachelor's degree-level qualification or equivalent training and experience in related field.

• Proven competency in Security Asset Planning.

• Considerable systems experience and commitment to improving knowledge of financial systems, preferably with SAP, and familiarity with GIS is an asset.

• Experience in analyzing, preparing, and presenting a variety of statements, statistics, reports, and complex spreadsheets using arithmetical calculations.

• Experience initiating best practice improvements and developing facilities capital and operating budgets.

• Experience writing reports and presenting to Senior Management using various tools, including PowerPoint.
