Port Facilities Manager

The Port Facilities Manager will lead the facilities maintenance of the port.


Plans, directs, and supervises staff (skilled, semiskilled and trade personnel) to effectively complete activities related to daily operations.  The Facilities Manager is responsible for building and grounds maintenance, projects, installations, and maintenance of equipment related to the port’s facilities.   The manager will minimise building maintenance issues using a robust Preventative Maintenance Program for all facilities in the port whilst maintaining compliance with all regulatory and safety requirements.



  • Manage soft and hard services in port facilities.
  • Develop, implement, and maintain a strong facilities management program including preventative maintenance and life-cycle requirements, ensuring building space is used appropriately and maintained effectively to comply to the current Saudi Arabian regulations and directives.
  • Ensure regular facilities and premises inspections, prioritising safety and energy efficiency.
  • Responsible for site Health & Safety statutory compliance ensuring buildings and facilities meets NEOM health and safety standards.
  • Manage facilities related procurement and tender planning and construction.
  • Proactively identify and select new vendors, effectively negotiate the terms, and scope that best address the evolving needs of the port.
  • Manage tendering and contract review processes to ensure that the Company receives the best value for money.
  • Proactively monitor the facilities portfolio. Identify improvement and cost savings opportunities and lead the process of establishing and implementing initiatives that ensure efficiencies.
  • Assist and coordinate projects, including construction, building modifications/replacement projects, office moves, relocation, and space management.
  • Develop annual Facilities business plan and budgets for areas of responsibility.
  • Provide cost estimates for facility modifications, renovations, moves etc.
  • Actively manage budget, identifying and delivering operational and financial efficiency, sustainability, and energy efficiency.
  • Produce regular updates to status of work streams, equipment delivery schedules and other ongoing projects.
  • Develop, maintain, and implement the Facilities Department Business Continuity Plan and Emergency Response Plans.
  • The incumbent shall be expected to take on other responsibilities or workstreams as directed.



  • Degree in Facilities Management preferred or Mechanical, Electrical Engineering
  • Minimum 10 years in a port facilities Management role.
  • IOSH Qualification preferred
  • Facilities Maintenance
  • Current and in-depth knowledge of M&E services as well as Soft Services.
  • Good understanding of relevant Health & Safety and environmental legislation and regulations.
  • Excellent project management and coordination skills.
  • Experience with the procurement of contracted services related to Facilities Maintenance.
  • Proven experience of Managing people with diverse cultural backgrounds.
  • Interpersonal and communication skills.
  • Budget management experience and strong negotiation skills.
  • Problem-solving and analytical skills.
  • Excellent organizational skills with the ability to work on own initiative, to tight deadlines in a demanding environment
