Senior Advisor, Customs and Trade Facilitation
Position: Senior Manager, Customs and Trade Facilitation
Reports to: Director of Customs
Sector: NEOM Authority - Customs
Job Location: Sharma, KSA
Role Purpose:
Plan, design rules and policies, and implement, enforce regulations relating to the import, customs clearance, export and trans-shipment of merchandise through NEOM’s borders. To introduce trade-facilitating business-friendly procedures & processes with respect to entry and export of merchandise.
KEY ACCOUNTABILITIES & ACTIVITIES:
- Support in the development of the Interim and End-state operational procedures and process for all Customs / Trade Facilitation related functions
- Adapt international best practices, operating models and design the enhanced version of these best practice incorporating innovation and leverage on technologies in line with NEOM vision to reach end-state model, using NEOM Vision principals: lean, efficient and tech-enabled
- Play a leading role to design designated Customs departmental functions, as follows:
Trade facilitation
- Implementation of trade facilitation measures to reduce regulatory requirements at the NEOM border
- Design business-friendly policies and procedures with respect to entry and export of merchandise
- Determine processing of entry and export of merchandise adapting best-in-class systems and procedures
Trade enforcement
- Support in the regulation of the import, customs clearance, export and transshipment of merchandise through NEOM’s borders
- Oversee the assessment and collection of duties on imported merchandise as necessary to protect NEOM’s revenue
- Work with relevant stakeholders to facilitate importation, exportation, and transshipment process with the least barriers to trade
- Conduct investigation, and enforce penalties for violation of customs regulations
Trade outreach
- Work closely with internal and external stakeholders on matters of customs / trade policy
- Provide outreach and consultation for NEOM’s internal departments and trading community
Customs Administration
- Support in identifying requirements and implementing of Customs core systems and Single Window including the interfacing with NEOM’s and external systems
- Management of personnel
- Work closely with sub-departments and external partners to identify and source human resource , capacity building needs for the Customs Administration
- Implement governance processes within the Customs Administration
BACKGROUND, SKILLS & QUALIFICATIONS:
Knowledge, Skills and Experience:
- Advanced degree in trade, business, economic, transportation or in a related field,
- 15+ years of experience in the public sector or in a private institution focused on export and import
- 10+ years of management in public sector organizations (e.g., Customs, Trade Ministry) or private trade focused organizations is preferred
Likely previous employers: Customs and trade focused ministries (e.g., Customs Authority, Ministry of Trade / Commerce; Private institutions or international organizations focused on trade and customs (e.g., DHL, MAERSK, UPS freight, FedEx Freight, Saudi Airlines Cargo)
Qualifications and Experience.
- Excellent network with large export, import and freight companies such as DHL, FedEx Freight, etc.
- Demonstrated knowledge of the customs and trade sector through previous experience and leadership positions including in large trade organizations
