Manager - Asset Strategy, Planning & Standards

Summary
Translate the water sector strategy into a documented framework of design requirements, guidelines and asset standards, to enable the functional water business areas and other stakeholders to achieve their strategic objectives.
Key Accountabilities and Responsibilities
- Ensure asset standards are defined to deliver water sector strategy and optimum asset lifecycle management
- Create and maintain an asset framework that links the asset strategies to the asset standards, design guidelines and specifications.
- Contribute to the development of Water Employer Requirements in terms of Asset Design, Product Standards, and product specifications
- Develop an “equivalent standards comparison”, allowing for quick identification of the best standard to be adopted for each project or functional asset specification.
- Ensure all adopted standards and design guidelines are shared and understood by design consultants
- Develop, implement, and keep updated OIR, EIR, PIR and AIR according to ISO 19650 requirements
- Develop and implement sustainability measures from design stage throughout all asset lifecycle
- Support Sustainability strategy to ensure UN Sustainability goals are represented through the full asset lifecycle.
- Establish applications for items, materials, processes, methods and establish engineering and technical definitions and limitations
- Establish innovative design measures to address the needs of the customers, create market opportunity and represent optimum value throughout the lifecycle.
- Establish sustainable design practices in line with NEOM Sustainability strategy and goals
- Create, maintain, and update a digital library of design standards in BIM that is interoperable among different design platforms.
- Data Management Continuously review & evaluate developments from scientific journals, suppliers’ catalogs, government standards and other sources of information on materials, processes, and parts to update standards where appropriate.
- Collecting, validating, inputting, manipulating, extracting and analyzing water asset data to inform future developments of standards and specifications.
- Work within the water team to establish Design and Engineering Practices for use by design consultants, manufacturers, and equipment suppliers
- Work within the Water BIM lead and NEOM Digital Delivery team to assure water requirements are digitally reflected on NEOM Design Collaboration Platforms.
- Liaise with NEOM Engineering and Technical Standards Department (ETSD) and Projects Department.
Education & Experience
- Bachelor’s Degree in Civil or Environmental Engineering or a related field
- Minimum of 7 years of experience in asset design processes
- Experience on plan of work stages and necessary interactions with Designers
- Understanding of the relation of Codes & Standards and Design Guidelines
- Design and delivery of water assets, especially in relation to water transmission and distribution
- Familiar with design review process from concept stage to IFC
- Knowledge of Middle East construction standards in particular Saudi Building Code and National Water Company
- Advanced analytical interpretation and problem-solving skills
- Strong interpersonal, team and communication skill as well as a focus on efficiency and effectiveness combined with a hands-on, can-do mentality
- Strong and positive relationships skills, influencing, and negotiation skills
- Strong presentation skills, presentation preparation and MS Office (Word, Excel, PowerPoint)
