Auction Manager

Summary

 

Manage the development and implementation of purchasing and procurement activities as well as oversee activities related to preparing, negotiating, selecting/auctioning, and signing the contracts with Independent Power Producers for utility scale solar and wind generation projects

 

 

Key Accountabilities and Responsibilities

 

  • Define award, product, format strategies, selection criteria and timeline for multi GW wind and solar tenders
  • Manage the tendering process, including pre and post qualification of bidders, preparation of tender documents, and tender evaluation to ensure that all bids are in the best interest of ENOWA and in compliance with policies, procedures, and processes
  • Manage preparation of all project agreements (Power Purchase Agreement, Interconnection Agreement, Direct Agreements, Land Lease Agreement) and other documents, and coordinate with legal, technical and financial consultants to ensure that all specific requirements are met in accordance with established policies and procedures
  • Develop contracts performance measurement metrics to ensure contracts are evaluated based on clear KPIs
  • Manage transaction compliance (milestone, deliverables, invoicing, etc.) to ensure all contractual obligations are fulfilled and in compliance with ENOWA regulations, policies, and procedures
  • Manage all internal approval processes and conditions precedents to each tender round
  • Organize and supervise the work of the assigned team to ensure that all work within a specific area of the activity is carried out in an efficient manner, which is consistent with operating procedures and policy
  • Provide guidance and on the job training for junior colleagues and conduct knowledge sharing to facilitate achievement of team objectives and completion of tasks in an efficient manner which is consistent with operating procedures and policy

 

 

 

Education & Experience

 

  • Bachelor’s Degree in finance/economic/mathematics/business
  • Master’s Degree is a plus
  • Minimum of 7 plus years of experience in energy markets in roles including tendering/auctioning, investment/asset management, structuring of utility scale wind and solar projects
  • Extensive Experience in power purchase Agreements (PPA), auction processes and contract management
  • Extensive knowledge and familiarity with major Independent Power Producers active in the GCC region and lenders
  • Able to determine the actions, risks and end results required
  • Ability to respond appropriately in unplanned and unforeseen circumstances
  • Highly collaborative, open mindset and strong communication skills
  • Knowledge of procurement concepts, processes, procedures, activities and trends
  • Advanced analytical interpretation and problem-solving skills
  • Ability to develop trust and uses logic, reasoning and bargaining strategies to gain commitment with internal and external stakeholders
